Challenge: CDC needed its first enterprise-wide, cloud-based analytics platform — one shared home for petabyte-scale public health data across Centers, Institutes, and Offices.
JRSS approach: Researched, designed, built, and matured EDAV on Azure — Data Lake and Data Factory for ingestion, Databricks and Synapse for analytics, SAS Viya, Power BI, and Tableau for analysis, AKS/Terraform/Azure DevOps for DevSecOps — rolling out 30+ cloud services, plus a secure internal AI chatbot.
Outcome: 4+ petabytes migrated · 400+ projects onboarded · 3,500+ users supported · AI chatbot serving ~5,000 users across 1M+ interactions · 99.69% platform uptime (Nov 2023 – Apr 2024).
Data Modernization Accelerator (DMAC)
Challenge: Accelerate CDC's Data Modernization Initiative for internal CDC use and external health and STLT partners.
JRSS approach: ML models and generative-AI chatbots using Retrieval-Augmented Generation (RAG), grounded in CDC's own data — on a hybrid Azure/AWS cloud with AKS, Synapse Analytics, and DevSecOps discipline, plus low-code application and platform services for OCIO's Digital Services Office.
Outcome: Government past performance in production generative AI — decision support that reaches both CDC programs and state, tribal, local, and territorial partners.
Outbreak forecasting at supercomputing scale (CFA)
Challenge: Give CDC's forecasting center the compute to run large-scale disease simulations and genomic sequencing on massive datasets.
JRSS approach: Built and managed high-performance computing and virtual desktop environments on Azure Batch, Databricks, and Domino Data Lab — staffing data scientists, ML engineers, and data engineers alongside CDC researchers.
Outcome: Large-scale simulations for mpox and COVID-19 hospitalization forecasting, and genomic sequencing pipelines processing millions of records — sharpening CDC's ability to predict and respond to outbreaks.
Management Cube Support Services (CUBE)
Approach & outcome: Migrating OCRSO data from Oracle databases to Azure Synapse Analytics — data modernization through ETL/ELT pipelines, advanced analytics, and API management.
OCIO Technical Applications Support (OTAS)
Approach & outcome: Migrated legacy applications and databases to the cloud and developed intelligent apps and EDI solutions — reducing cost expenditure, enhancing security, and increasing system availability.

Approach & outcome: For NCEH, a cloud web application (built on the EDAV platform) bringing asthma data to accurate economic analysis for health-resource distribution. For NCEZID, enterprise data cataloging with Alation — data governance and discovery in support of the Data Modernization Initiative.
